In 1963,America and UK have established
their first incubator respectively. In an article entitled
¡°Basic evaluation on the incubator in developing countries¡±
given by the Development and Plan Dept of UN, the definition
of incubation is like this: ¡°¡ a working environment
under control. This environment is designed specially
for cultivation of new enterprises. In this environment
the incubator will try to create some conditions to
train, support and develop some small successful entrepreneurs
and some profit-making enterprises.
Hi-tech innovation center is an enterprise incubator
of Chinese version. In 1987, China¡¯s first enterprises
incubator- Wuhan East Lake New Technology Incubator
was founded. After more than ten years of test, the
main task of China¡¯s incubator has been enhanced from
¡° First come the services, second comes the R&D¡±
to ¡°offer multi-dimensional services for the whole process
of technology innovation¡±. And it also pays more attention
to the development of new economic growth based on hi-tech
enterprises and takes an active step to seek new model
for incubator with Chinese characteristics. It has also
introduced VC. mechanism to set up a multi-channel investment
system.
For the time being, there are more than 250 hi-tech
incubators in China. 51 of them are national innovation
centers approved by the Ministry of Science and Technology,
.19 software bases named ¡°Torch¡±; 21 overseas scholars
starting-up zones which are authorized by the Ministry
of Science and Technology, Ministry of Education and
Ministry of Personnel. Among them 43 is university National
Science Park certificated by the Ministry of Science
and Technology, Ministry of Education. According to
the statistical result for 130 incubators in 2000, the
total area used for incubators amounted to 27.21 million
square meters. The number of enterprises in incubators
amount to 2693. While the number of those, which have
finished, their incubation adds up to 2770. The total
income of these enterprises reaches 53.57 billion RMB
and at the same time 306,000 job positions has been
created |
