Basing on the educational, scientific, human resources and information strengths of the Harbin Engineering University, the National Science Park is managing according to modern enterprise management model, enjoying outstanding advantages in information, technology and finance. It consists of seven centers: Software R&D Center, Incubation Center, Net Center, Training Center, Trading Center of Hi-Tech Products, Financing Center, and Business Center and a postdoctoral working station

■Software R&D Center

“Harbin Software Park” is a key project of Heilongjiang Province, constructed in accordance with the requirements of a national software park. Harbin Software Park set up a first-class training center and R&D center, incorporating software and R&D, production sales, training of relating products in one. It will do some incubation of software firms with distinguished characteristic and technologic advantage; organize some talents to do the R&D and marketing of office automation, property management, MIS softwares; and then step by step to shorten the R&D cycle of software products and uplift the quality of software; and then speed up the coordination and smooth development of software industry inside the National Science Park and push the development of IT industry inside this district.

■Incubation Center

Depending on the favorable policies of the national and provincial governments, the National Science Park has put into effect funds, advanced service and management model and newest ideas. By means of setting up a good environment and providing some financial support for enterprises and management training, it is inviting talents, including college teachers, engineers of research institute and some talents who have learned abroad, to start and develop hi-tech firms, offering them necessary assistance to speed up their development and at the same time to cultivate some good entrepreneurs.

■Net Center

The research and development prospects of the center are general and specialized emulation, databases, and Internet security. Making use of broadband facilities, the center will promote the construction of digital information engineering of the National Science Park in all aspects. At the same time, basing on the advantages of IT technology and talents, the center will construct and improve a comprehensive science website (http://www.heusp.com) for the science park and an IT information website (http://www.ithlj.com) for the province. The science park’s website will improve the publicity of the park and its university; facilitate the technological innovation, e-business, advertising campaign, and cooperation between enterprises. The website for the province is an IT-specialized one, serving the firms within and outside Chuan Bo Electronics Cyber Plaza in the respect of e-business, advertising campaign, net trade, trade automation. It can make products marketing, information delivery more efficient and accurate. These measures can shorten the gaps between firms and their potential clients.

■Training Center

The training center will provide some kinds of technological training to meet the needs of university National Science Park and the society and it also intends to develop the training industry, which should be of open style and meet the requirements of market economy and the trend of globalization. The training center has already set up a good co-operation with Micro-soft (China) co.ltd, NCS Corporation, American Pacific Technology Co.Ltd and it has established an ATC training center, VUE international testing center, R&D and training center of Linux operation system. The training center has applied some international techniques for employee training. It also organizes some examinations for high-level technological certificates.

■Trading Center of Hi-Tech Products

Chuan Bo Electronic Plaza is the biggest trading center of IT products in Heilongjiang province. There are more than 450 firms here. It focuses on electronic products and hi-tech products, specializing in computer and equipments attached IT products, communication products, industry control devices, apparatus and meters, electronic components, software, books and video products. Chuan Bo Electronic Plaza (CBEP) has provided a great scope for companies inside the CBEP to promote the sales of their hi-tech products.

■Financial Center

The financing center has established a scientific and standardized venture capital mechanism with the help of multi-channel investment and financing resources. It has introduced some VC and investment funds into this park to support the development of enterprises inside the park. The financing center has strengthened the cooperation with financing and investment institutions. It has also established a start-up capital system, including start-up investment, innovation fund for hi-tech small companies, collateral fund to serve hi-tech companies.

■Business Center

Business service center has established a complete supporting service system by making use of all favorable policies to high and new technology development zone. It has invited some government agencies and institutions into the park, such as industry management office, taxation office, bank branches, consultation company, commercial planning company, product planning company, accounting agency, lawyer office, asset evaluation center, testing center and so on. It has also set up start –up platform and coordinated service resources, so that the National Science Park of HEU can provide comprehensive, multi-dimensional service for a new entrepreneur

■Postdoctoral Station

Supported by the strong R&D forces, the postdoctoral station will initiate some scientific research with some characteristics--- theoretically strategic, pioneering and practical. The scientific research may range from IT technology, life science, and biotechnology to modern communications technology, mechatronics, material technology, environment protection and new medicine. The purpose of this postdoctoral is to cultivate some hi-tech talents to meet the needs of the development of national economy and the progress of the enterprises.
